Americans Need Jobs Now!
As President On behalf of "We The People" I would instruct the House and the Senate to create and pass legislation to Repatriate the single citizen's status not the dual citizen's status of off shore money.
Repatriation
Program Goal
Repatriate U.S. citizens and their dependents Tax amnesty and full pardon of taxes once on shore. This program will be committed to helping eligible U.S. citizens repatriate their transition and reestablishment in the United States.
This program Title XI, Section 1113 of the Social Security Act should also be reworded to include any American owned company returning from Foreign Countries to provide assistance to U.S. companies and who have been identified by the Department of State (DOS) as having returned from a foreign country to the U.S.
Social Security Act
(1) Suspend Corporate Tax, Federal Payroll Tax for 24 months And Suspend Federal Income Tax for 24 months. This gives an immediate 7.65 percent increase per year in take-home pay to all workers. It also lowers the payroll costs for all employers by 7.65 percent per year. A total of about $900 billion per year would be injected directly into the economy immediately, rather than through the inefficiency of the federal government.
Neither the democrats nor the republicans will create jobs! The private sector creates the jobs. What the legislators should do is create tax legislation that makes it feasible for the private sector to create those jobs.
I propose that in order to create job growth in the United States that we pass legislation setting the corporate tax rate at 20% instead of 25% and in that legislation any new business start up beginning the year 2015 who maintains not more that 25 employees receives a corporate tax rate of 15% until the year 2040. In addition, if the business chooses to employee more than 25 employees the tax rate raises 1% in increments of 1 to 10 employees until the business reaches the 20% tax base.
This proposal will two years to draft and get to the President's desk the Fair Tax Bill.
Big business will continue to move their jobs to foreign countries simply because that is the nature of big business, being that labor is 60% to 80% of the cost of doing business.
However, statistically small firms continue to:
- Represent 99.7 percent of all employer firms.
- Employ half of all private sector employees.
- Pay 44 percent of total U.S. private payroll.
- Generated 65 percent of net new jobs over the past 17 years.
- Create more than half of the nonfarm private GDP.
- Hire 43 percent of high tech workers (scientists, engineers, computer programmers, and others).
- Are 52 percent home-based and 2 percent franchises.
- Made up 97.5 percent of all identified exporters and produced 31 percent of export value in FY 2008.
- Produce 13 times more patents per employee than large patenting firms.

Suspend the federal tax on repatriated profits. Multi-national U.S. businesses are hungry for cash flow, which could come from cash they have sitting in foreign countries in order to avoid double taxation. The last time this was only partially done, in 2005 during the Bush administration, nearly $300 billion dollars came back to U.S. businesses from their overseas operations.

The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several states, and without regard to any census of enumeration". This will inject about $1.5 Trillion into the economy and not to the federal government.
(A) Mandate the congress to legislate a complete pardon and grant amnesty of the federal income tax, corporate tax, on any American citizen not dual citizen and multinational businesses of those said citizens. This will bring off shore wealth back into the United States economy not federal government. Around 10 to 15 trillion dollars.
(2) An American Vision is in favor of the "Fair Tax" Idea. As president, I will mandate congress on behalf of We The People, to pass the FairTax Bill and Abolishe the IRS and get a grip from personal income on individual labor. All federal taxes should come from tariffs on imports with a higher tariff on any item that can be produced in the United States of America and lower taxes on goods that cannot be made in the United States of America. There should be no tax for any product produced and sold in the United States of America.
American corporations pay higher taxes, surpassing most socialist European countries. Federal regulations and draconian tax codes have pushed US companies to move overseas, and keep their revenues offshore.
With the NAFTA agrements it easier for companies to operate overseas with cheaper labor, and keep their revenues offshore and away from the IRS. Over $14 Trillion dollars is kept offshore, that is a lot amount of money that could be used as capital for investing in business,s and putting Americans back to work, Americans Need Jobs too. Instead of doing what we have done over the past three decades. Borrow from China and and other forign nations and get farther and deeper in debt.
The adminstration of An American Vision, has read the tax plans of various organizations presented to the American people,and there appears to be a solution that will benefit American people, business, and yes even the Federal government. That solution is the Fair Tax bill H.R. 25: and S. 13:.
An American Vision Campaign 2012 favors the "Fair Tax" Plan
"In a recent article from the Wise Republic, a survey given to 500 companies that primarily operate overseas Bill Archer asked CEOs what impact the FairTax would have on their future business decisions. Four hundred of the CEOs said they would build their next manufacturing plant in the US if the FairTax was passed. The other 100 said they would move their whole corporation to America."
Economists estimate that the FairTax, by bringing jobs back to the United States and creating new ones due to increased demand and exports, would provide approximately 10 million new jobs in the first two years. Based on an estimated 15 million unemployed right now, the FairTax would reduce the unemployment rate to approximately 3%, or statistically create close to full employment.

The foreign countries limit the United States of America on how much can be sold in their jurisdiction, protecting their citizen's jobs in their land. We should protect our jobs as well.
There is a lot of work to be done in this area because of the skills involved of each product made. One factor to create jobs for Americans is to pass legislation for any type of business or individual caught hiring illegal aliens receives Five(5) years in a federal prison with no plea bargaining, parole or fines structure. Do the crime; Pay the time. Period, no "bargaining or buying out". That will cut the hiring rate around 90 percent. Understand this, we will never stop it all. Simply take the incentive away from illegal aliens to risk coming here to work. Make it inevitable incarceration for all who "aid and abet" this hiring illegal aliens activity. CONGRESSIONAL FINDINGS ON THE TOPIC OF TAXATION
(a) Findings Relating to Federal Income Tax
Congress finds the Federal income tax:
(1) retards economic growth and has reduced the standard of living of the American public;
(2) impedes the international competitiveness of United States industry;
(3) reduces savings and investment in the United States by taxing income multiple times;
(4) slows the capital formation necessary for real wages to steadily increase;
(5) lowers productivity;
(6) imposes unacceptable and unnecessary administrative and compliance costs on individual and business taxpayers;
(7) is unfair and inequitable;
(8) unnecessarily intrudes upon the privacy and civil rights of United States citizens;
(9) hides the true cost of government by embedding taxes in the costs of everything Americans buy;
(10) is not being complied with at satisfactory levels and therefore raises the tax burden on law abiding citizens;
(11) impedes upward social mobility.
(b) Findings Relating to Federal Payroll Taxes
Congress finds further that the Social Security and Medicare payroll taxes and self-employment taxes:
(1) raise the cost of employment;
(2) destroy jobs and cause unemployment;
(3) have a disproportionately adverse impact on lower income Americans.
(c) Findings Relating to Federal Estate and Gift Taxes
Congress finds further that the Federal estate and gift taxes:
(1) force family businesses and farms to be sold by the family to pay such taxes;
(2) discourage capital formation and entrepreneurship;
(3) foster the continued dominance of large enterprises over small family-owned companies and farms;
(4) impose unacceptably high tax planning costs on small businesses and farms.
(d) Findings Relating to National Sales Tax
Congress finds further that a broad-based national sales tax on goods and services purchased for final consumption:
(1) is similar in many respects to the sales and use taxes in place in 45 of the 50 States;
(2) will promote savings and investment;
(3) will promote fairness;
(4) will promote economic growth;
(5) will raise the standard of living;
(6) will increase investment;
(7) will enhance productivity and international competitiveness;
(8) will reduce administrative burdens on the American taxpayer;
(9) will improve upward social mobility;
(10) will respect the privacy interests and civil rights of taxpayers.
(e) Findings Relating to Administration of National Sales Tax
Congress further finds that:
(1) most of the practical experience administering sales taxes is found at the State governmental level;
(2) it is desirable to harmonize Federal and State collection and enforcement efforts to the maximum extent possible;
(3) it is sound tax administration policy to foster administration and collection of the Federal sales tax at the State level in return for a reasonable administration fee to the States;
(4) businesses that must collect and remit taxes should receive reasonable compensation for the cost of doing so.
(f) Findings Relating to Repeal of Present Federal Tax System
Congress further finds that the 16th amendment to the United States Constitution should be repealed.

Fair Trade not Free Trade for the United States of America
- I Bill Nees Propose this solution to the American People, America needs fair trade not free trade.
- Place a tariff on imports into America from a country at a percentage rate high enough to equal the difference of Exports.

- Mandate Congress with Article 1, Section 8, Clause 5, to coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures. Have Congress pick a date in the future the total sum of all money due then multiply times 2 (twice that sum) to calculate a set time frame for the Federal Printing Press to have the money ready.
- Change the name from Federal Reserve Note "debt note" to United States Federal Bank Certificate or an appropriate "federal indicative" name to be chosen by the Congress.
- The President of the United States of America announces that all debt owed to the United States of America is forgiven and owes the United States of America a balance of $0.00. At the same time announce to the world that the nations of the world whom we owe shall have exactly 120 days to get our bonds back to America and we will pay our debt with our new money. If not done in the period our debt is paid in full. With no exceptions.
- At the end of the 120 days, announce to the Nation of the United States of America that all debt interest to any entity that has borrowed money including government, business, and the Citizen of the United States of America who does not hold a dual citizenship, is free from that debt interest. All principles owed are still held as valid "Payments Due On Demand".
- From a set day legislated by Congress eradicate interest from borrowing money from the Federal Bank of the United States. The circulation cannot be subject to interest, because if it is, more is paid out of circulation than originally introduced.
- Do not federally insure Asset Backed Commercial Paper ABCP. Very risky loans but does free up money.
- Do not federally insure Credit Default Swaps CDS's, Because there is no regulation at present. If CDS are sold as insurance, it will work fine.
- Do not federally insure Collateralized Debt Obligations CDO's, because they can be sold off this is good but releases the originator of the responsibility of collecting them when they become due. In addition, they can cause a market panic.
- Hedge funds should not be federally insured because they deal with the future and the future is not certain.
- We must abolish the LIBOR Rate System. Because the standards are being set by the British Bankers Association BBA.
- We through our Congress Article I Sec. 8 clause 5 must set United States Standards.
Military
We The People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the

House Rule X assigns the Committee on Rules jurisdiction over the “order of business of the House.” The panel’s most noteworthy responsibility is to issue order of business resolutions; these are usually called “rules,” “special rules,” or, less commonly, “special orders.” Chamber adoption of these rules accomplishes two main objectives: it permits the House to take up measures that typically lack a convenient right-of-way to the floor, and it defines the procedural playing field — for example, time for debate and the structure of the amendment process — for considering legislation.
The committee’s important scheduling role has meant that congressional scholars and others have classified rules in various ways. For example, an “open” rule affords any lawmaker an opportunity to offer amendments to a bill so long as they are in compliance with the House’s standing rules; a “closed” rule forbids anyone from offering amendments with an exception sometimes made for amendments recommended by the committee that reported the measure. Starting about twenty-five years ago, in response to developments such as increased partisanship and uncertainty with respect to how long or controversial the amendment process on the floor might be, the Rules Committee began to issue more procedurally imaginative and complex rules.
Definition of “Self-Executing” Rule.
One of the newer types is called a “self executing” rule; it embodies a “two-for-one” procedure. This means that when the House adopts a rule it also simultaneously agrees to dispose of a separate matter, which is specified in the rule itself. For instance, self-executing rules may stipulate that a discrete policy proposal is deemed to have passed the House and been incorporated in the bill to be taken up. The effect: neither in the House nor in the Committee of the Whole will lawmakers have an opportunity to amend or to vote separately on the “self-executed” provision. It was automatically agreed to when the House passed the rule. Rules of this sort contain customary, or “boilerplate,” language, such as: “The amendment printed in [section 2 of this resolution or in part 1 of the report of the Committee on Rules accompanying this resolution] shall be considered as adopted in the House and in the Committee of the Whole.”
Traditional Use.
Originally, this type of rule was used to expedite House action in disposing of Senate amendments to House-passed bills. As mentioned in the precedents (House Practice by Wm. Holmes Brown and Charles W. Johnson), self executing rules for these purposes eliminate “the need for a motion to dispose of the [Senate] amendment.” Brown and Johnson further state that such resolutions are sometimes called “hereby” special orders “because the House, in adopting the resolution as drafted, ‘hereby’ agrees to the disposition of the [Senate] amendment as proposed by that resolution. If the House adopts a resolution, no further action by the House is required. The [Senate] amendment is never before the House for separate consideration.” “Hereby” or self-executing rules have also been used to adopt concurrent resolutions correcting the enrollment of measures or to make other technical changes to legislation.
Contemporary Use.
Self-executing rules are still employed on matters involving House-Senate relations. They have also been used in recent years to enact significant substantive and sometimes controversial propositions.
Examples from the Congressional Record will illustrate.
On August 2, 1989, the House adopted a rule H.Res. 221 that automatically incorporated into the text of the bill made in order for consideration a provision that prohibited smoking on domestic airline flights of two hours or less duration.
On March 19, 1996, the House adopted a rule H.Res. 384 that incorporated a voluntary employee verification program — addressing the employment of illegal immigrants — into a committee substitute made in order as original text.
H.Res. 239, agreed to on September 24, 1997, automatically incorporated into the base bill a provision to block the use of statistical sampling for the 2000 census until federal courts had an opportunity to rule on its constitutionality.
A closed rule H.Res. 303 on an IRS reform bill provided for automatic adoption of four amendments to the committee substitute made in order as original text. The rule was adopted on November 5, 1997, with bipartisan support.
On May 7, 1998, an intelligence authorization bill was made in order by H.Res. 420 . This self-executing rule dropped a section from the intelligence measure that would have permitted the CIA to offer their employees an early-out retirement program.
On February 20, 2005, the House adopted H.Res. 75, which provided that a manager’s amendment dealing with immigration issues shall be considered as adopted in the House and in the Committee of the Whole and the bill H.R. 418, as amended, shall be considered as the original bill for purposes of amendment.
Any Federal Executive Officer, Legislator or Judge who does not read a bill or amendment with the word "Deem as passed" in the body of any legislation, and signs a YEA to the legislation shall be arrested, tried and found guilty of treason to the Constitution.
